Sounds like your way ahead oh shortie's range, I raise, but sometimes won't cbet if I didn't hit and think villain is capable of a light c/rai which seems to be the case here.. Basically just raising for value - if you hit you'll usually get all shortie's chips, if you miss check it down/giveup.

Edit: well maybe not giveup.. usually you can find a decent spot to take it down
