the problem may be the delay that is new to the all access and green dot prepaids...there is about a 1-2 hour delay after you buy the card and it is officially activated depending on the location you purchase it at. For example I got a $100 all-access from Safeway and when it didnt work I called customer support and they mentioned the delay...basically the card wont work ANYWHERE for a specific time period after purchase/activation, after which it should be fine.
As for the registering online, i dont think you need to for the deposit to be successful, but on some sites it helps to register since they backcheck the cardholder info whenever you request a withdrawel...
