EDIT: Sorry I shouldn't be so harsh. A button-down is a shirt in which you fasten by buttoning all the way up the front. Has nothing to do with the collar.

Dress shirts with only 2 or 3 buttons towards the top (and short sleeves) are known as polos.

I don't think this is right. "Button down" refers only to the collar. A "button down" shirt (with buttons on the points of the collar) is generally less formal than the alternative. Collectively, shirts that button at the way down the front (some, but not all of which are "button-down") would probably best be referred to as "dress shirts". Neither of these terms includes polo shirts.
