All of these sites that are banning US customers are small, bush league operations that are having trouble generating revenue in the status quo. They're also probably not well capitalized enough to sustain a shock to the system in the form of an effective US ban or an executive being detained.

Also, the American market is relatively saturated, and the cost of customer acqusition is going to be lower in Europe and probably Asia. In essence, these sites are behaving as short sellers; they stand to gain if a US ban does pass because they'll have a head start on acquiring European and Asian customers. But this isn't all that risky a position to take because these sites don't have many high-volume US customers anyway.
