Ethnicity isn't defined by politicians drawing boundaries on a map. There are lots of people who trace their family history back to what is now Iran who prefer to call themselves Persian.

I'll always remember the look on a guy's face when I was a kid and said "Croatia? There's no such thing. That's part of Yugoslavia".
