This is very villain dependent.
First off you need to look at their 'fold to steal' % to gauge how to proceed against them.
Bsballs raising range seems fine as a general rule against decent or unknown players.
However against a very tight player, say 12/8 with a high fold to steal %, I think you can really ramp up your raising range approaching ATC.
Against a very loose passive player, say 47/6/1, that I think I can outplay postflop, I'll limp a much higher %.
Against a solid player, say 19/16, Bsballs range seems fine.

Also always pay attention to whether this player is the type that clicks 'chk/fold' which will result in turbo muck when you raise. Its a nice tell to get.
