Transferring Roth IRA at ING to Vanguard
For whatever dumb thoughtless reason, I opened up a Roth IRA at ING (in a fund I now dislike b/c exp. ratio is too high)and want to transfer those funds over to a Vanguard account (want to just stick the money in a target retirement account)?
Is this possible or is that money stuck with ING? Are there any tax penalties associated with this sort of transfer?
