Yes, he's pretty strong pre-flop. Now he's either ridiculously strong (a small boat, perhaps even a big one) or relatively weak (wtf do I do with my KK?). I think you can only consider how to get value in the latter case because he's almost always going to shove the river with trips and you're always calling.
