That's not true. Usually they just invalidate it and return it to you.

Maybe policy has changed. I know both my parents have multiple old passports but it has been a while since they renewed I think (but within the last 5 years, so definitely after 9/11). I've never had to renew so no experience yet. Their old ones have holes punched through them.
