You don't want anyone to fold here and you don't want respect. The only thing you want is to sweeten the pot. These types of raises are fine from time to time. Your odds of hitting a set are 1 in 8.5 or 11%, which is not "the vast majority of the time." A small raise here increases the chances of winning a big pot when we hit.

The play is OK, but he shouldn't do this every time. If a decent opponent does this at my table I can narrow their range pretty well (mid PP or SC usually).
