I realize that creating a bot at 10NL seems extremely -EV, but maybe it's someone trying to design a bot and is testing it at low levels? I can't imagine someone not getting bored out of their mind playing the way described above.

For sure it is a bot. I created this same design for a CS project in university 5 years ago or so.

The easiest logic is to write a short stack nl bot because there are the fewest variables, and it can play a winning strategy at the low levels just by open shoving AK/AA/KK and QQ and nothing more.

I don't get where you finding -EV in this strategy at $10nl. Your logic is certainly not off that it is impossible for someone to serious play 7/7/0 at $10nl without being a bot.
