People say dictionaries usually but you're right, a dictionary will help little.
Google 'scrabble anagram solver' or 'anagram solver' and you'll get a java resource that lets you input your tiles and will output a list of all possible words.
I don't recommend that anybody cheats, but if you're going to play you should be aware of the possibilities for cheating before you put any significant money down.
The two ways that sorta prevent this are playing fast games (5 min and under) or playing the no challenge format, where the program verifies every word, illegal words are prohibited and you have endless opportunities to play a legal word.

There's only so much you can get out of an anagram solver. Sure, you'll know if you can bingo or not, but it won't help you with strategy. There's a lot more to scrabble than playing the 80 pt words. I'm pretty sure I could still beat JayA if he used an anagrammer, and I don't think the score would change too significantly either.
