Let's look at it this way:

The wolves kill one player each night. If the village kills no one then the wolves auto-win. The village has a chance to win by lynching ppl, even if it is completely random. With no vigilantes, village controls half of the ppl that die. With 1 vigilante, village controls 2/3 of the deaths. The more deaths the village controls, the better the proportion of wolf deaths to villager deaths (even if the village kills at random!). So even if the vigilante isn't very accurate, it's still better to fire because speeding up the game means fewer night kills for the wolves. And in this game you don't have to worry about hitting a seer (hi Don West) so that argument is out the window. Only real question IMO is whether to start firing Day 1 or gamble that you'll stay alive long enough to get all your shots off if you wait.

With Emperor, you should use it whenever you think you're right. As a villager, your motives are pure, while the motives of the village are tainted by the wolves. You're not always going to be right, but you are more likely to be right than the village as a whole.

The other roles seem pretty straightforward and other than Messenger which seems sorta useless it seems obvious that each one should be used each night.

And hopefully this is my last strategy post, cuz this stuff is boring and imo my statements are quite obviously correct. =)
