it use to be the opposite, back before march of this year, when you reset your router you could get a new IP and that IP would start with 15% ink on the ball. But as usual 4chan( /b/ to be exact) used this to pretty much black out whole portions of the ball, aswell as destroy massive amounts of artwork, and the admin got sick of it and made it start at 0% and clear after a few days of inactivity.

Someone has to screw up loops holes for the rest of us.
