This case is a little different. Steve is representing a 6 low on 6th st, and the villain is not sure whether or not he's ahead even with a smoother 7. So he flat calls 6th and looks for a sign of weakness on the river. A check will tell him that he's ahead, but so will a hesitated bet, and it's quite likely he'd raise if he had you beat. Of course, he might play a smooth 8 the same way, hoping hero was only holding a 97 or 87. If he fired out immediately, it's probably a wash, but if he mulls it over he has to just c/c.
