If he's your typical 19/15/3 type guy then he's cbetting this flop almost always when he misses, and almost always checking when he hits it. Given that he checked the flop then bet about 2/3rd pot on the turn, it's extremely likely he hit it. Just call the turn, you likely have huge implied odds.
