Isn't Joba Chamberlain a lock for next year's starting rotation? I thought Hank Steinbrenner has publicly stated this.

Papelbon was a lock to be in the Red Sox rotation at this time last year. Joba is going to go where he gives the Yankees the most value for 2008, and if that's the bullpen, he'll be in the bullpen. If you think about it from an EV perspective, he might give more value in the pen anyways.
