It is a boat. But I somehow get the impression it would flip over, or at the very least sink, if it left shore.

It is stable in up to 70 MPH winds. I am confident it is not grounded, CG regulations require it to go to the middle of the river during very severe weather. They start the engines during storms and at other times. Until dockside gambling was approved it made two hour cruises up and down the river.
