Default Hands strong enough to limp but not call a single raise?

The typical scenario when someone raises is that everyone who has limped is calling the raise. Is this just fine play?

Are there hands strong enough to limp, but not call a single pot raise under some circumstances? What would those be? What kind of hands would that be?

Since hands are so close in value and you've got decent odds you would always want to see a flop, right?

I do see a fold UTG if you are afraid after a pot raise from the blinds that someone very tricky will limp-reraise in middle position or so - but how likely is that really?

Anyone care to elaboriate?
