Uh...not true at all... 1b/3b creep in wayyyy past the mound when pitchers are bunting.

There's a catchers' box behind the plate that the catcher has to stay inside until the pitch is released. I'd guess the rule has to do with something like 'one player in catcher's box and no one else behind plate' or something along those lines.
