I think I find a fold here. 15 hands isn't a large enough sample to happily stack off in this manner. His preflop sequence is passive/donk-esque, but I expect him to call your flop bet with his Ahxh / other heart draws / and most of his 9x hands, especially given the previous hands where he called with his wheel draw and his bottom pair. I think maybe he does this with A9/K9 sorts of hands, a horrendously played AK, and then sets / overpairs.
And if he is shoving a heart draw, it's often a combo-draw or it has one or two overs to your TT, so you're not in wonderful shape.
