basically, him on your left sucks. Slow playing is your friend, unfortunately you'll have to let go of marginal pre flop hands. If he's shallow, and constantly re raising 10-15% his stack, limping and pushing him if everyone else folds is a good option (ie if he has 100BB, I'd do so with 77+, AQ+). If he's doing this EVERYTIME, as you said, you're way ahead of his range. Take advantage of that, and allow HIM to be the one who makes the mistakes.
