but this may be a function of the fluid level getting low and increasing when the new pads are put on.

It's a 2003 Dodge Stratus Coupe, but you are sorta correct in your orginal statement, it doesn't come on because the pads are low, it comes on because the pressure becomes lower and it knows that the pads need changed (this is what a presume at any rate)
