If I think your car is polluting the air I breathe should I be able to stop you from driving it? How about all the plastic products you use? You are driving the demand for that pollution, should I be able to stop you from using plastic? Should I be able to stop you from consuming anything if I can show how all your consupmtion harms the environment in some way?
In the case of the polluted lake, laws were most likely violated and violaters should have been punished. The system isn't perfect. The governmental body with juristiction over that lake let you down.
