Well it seems like there's a good answer for the quoted question. Suppose you're in a position of leadership of some sort. When you recommend staffing requirements to your boss, would you rather request authority over 20 people or 5?
How about when you update your resume? Requesting more staff is a way of accumulating authority and giving yourself a promotion.
