in my experience these players will shut down with their draws (if the miss) and tp hands on the turn.

The flop call is good because your equity against his betting range is good enough to continue. However raisings bad because the hands he continues with either have you crushed (set/2prs) or you're only slightly ahead of/behind (big draws). hence you'll be putting too much money in with bad equity against his holdings. (he'll fold his tp hands/air the vast majority of the time)
