Low entry fee or freeroll tournaments, usually on-line, with shallow starting stacks and rapidly increasing blind and ante levels.
As a result, there is a lot of preflop all-ins in early rounds as people try to double and triple up, or go broke quickly so they can play another one or do something more interesting.
While skill helps players at various points in the tournament, it's generally luck that dominates who advances and who busts out.
