I wouldn't put mushrooms in boiling water. Psilocybin breaks down in excessive heat. Warm water should be fine though if you grind the 'shrooms up sufficiently.

OP: Dude, next time, go somewhere away from cops and people who aren't your friends. Like out in nature somewhere. Obviously the rain was a problem in your case, but prepare ahead of time or something. Doing 'shrooms in a van seems like it would be an awful time imo.
