If I really shanked my shot but still think I could find my ball, I take a drop and a one stroke penalty.

If I just hit it into the rough but near the fairway then I'll take a drop and just pretend it wasy my original ball.

I figure this is a fair compromise for all involved. I am NEVER responsible for slow play.
