The SPP/NAU will continue to be implemented outside of Congress. One of the moronic aspects of the Superhighway is that Kansas City will have a PORT (does Kansas have any bodies of water?) where the Mexican trucks will be inspected. Inspect them after they are halfway through the US?? Oh, and the PORT will be MEXICAN territory! So why bother with any inspections?! Just let the Mexican trucks come in with truckloads of crap from China, truckloads of drugs, and truckloads of immigrants that the Mexican government doesn't want in thier country...
