If villain is good at all, there's no way that you're ever ahead on the river, so blocking is just spewing chips. You don't have enough chips to bet/fold the river, so if you're betting anything at all, u have to call a shove.
I don't like the raise pre, esp given your history with villain. I think every street is bad, and the river might be the worst.
