He doesn't have the choice, you do. You can steer him into making the action that has the highest EV for you.

The whole thing is obviously read-depending and a question of level thinking. Against an unknown or a donkey i happily c/c and lose a bet. I only wanted to say that betting here is not per se horrible. Against some people c/c could be at least as bad. b/c, b/f, c/c and c/f could all be viable options here.

Yeah, but OP gave a read. Villain is horrible and given that I think bet/calling will be spew, but c/c will induce a bad bluff often enough to show a profit.
