Default When someone reraises pf with every pp

I'm regurly playing at 50NL against an opponent who reraises me very often preflop. I have seen him do that with pocket eights, and maybe he even does it with pockets deuces.

How do I play him?

If I have JJ I can call but I feel I have to fold a bet on the flop if I don't hit a set, even if there are only low cards. And that sux because I can be ahead a lot of times.

And with AK I can call, but let go on the flop if I don't hit an A or K.

Should I reraise his reraise? Or is it ok to play so tight and let go unless hit a set or have AA, KK, or QQ?
