Converter is messed up but I led for 600, he minraised to 1200 and I folded. Standard right?

Basically, against a villain you don't really know (not really aggressive or tight, just another random), what's the best line to take in spots like this? Lead and fold to raise, check/call then lead safe turn to get info, check/call down if it's not pricey and no scare cards come, other?? With like jacks, maybe tens I'd just get it in, but what's the best way to play 77-99 in spots like this.
