Is skydiving always this cold, wherever you go? Or is it only cold in cooler climate areas (like the northern half of USA)?

at 15,000 feet Id assume that it doesnt matter where you are, its going to be cold.
Im more interested in the ear drum thing, is it common? did you lose your hearing? etc
