Preflop: Fold or coldcalling is best. Coldcalling with loose-passive blinds that play bad is better than 3-betting.
Flop: Raising is OK. Calling here with the intention of raising brickish turns would be OK also, but only if you can fold to a turn 3-bet. If not then calling the entire way is the best play.
Turn: Call down. He likes his hand and he's not folding. Since you are at an equity disadvantage to UTG's range it's better to call and hope the SB calls and supplements the pot. Raising is bad because you will be getting 3-bet here a huge % of the time.
