That's exactly what it is.

You call a flop bet with a weak/marginal holding intending to bet the next street of villian just checks.

Idea is that it's cheaper to find out if you are beat against some opponents who won't fire again than raising the flop.

There is a chapter on this in NLHT&P but I don't remember if they actually use the term 'float' or not.
