Default What does this mean, and is it a good idea?

My PC has been having issues lately (locking up when turned on, sometimes it will lock again and maybe a 3rd time), and the PCs website says to do this...

Turn the computer on.
Press the F8 key repeatedly when the first screen appears, about once every second, until a menu appears.
Use the Up Arrow or Down Arrow keys to select Delete restoration data and proceed to system boot menu (1st) or Last known good configuration (2nd).

The bolded part worries me. What would that do? Would it delete a lot of my files?

Please help, I'm trying to stop the lockups, but don't want to do more damage by wiping out my data.
