Default c/r or b/3b?

hey all,
Any time I flop a set after villian has raised pf and he has position on me, I find myself unsure of how to extract the most from him. If I'm nearly positive villain will c-bet, is a c/r the best play? If he didn't hit, he'll just fold but if he did he'll call or raise. If he hit the flop hard, we're playing for stacks with either line but I hate leading into villain after he raised pf only to have him fold and get no value out of my set. That leads me to think that I should c/r when I know villain will follow up his pfr with a c-bet. Is that standard or no? How're you guys making the decision between the two? I know it's a very general situation and there are lots of factors like flop texture, etc but lemme know what you think.
