Neteller is allegedly regulated by something called the FSA in the UK.

Their "disciplinary history" for Neteller is blank.
Neteller's headquarters are in the Isle of Man. I don't know what bank they hold our money in. If they're to be sued, they have to be sued where their assets are. Suing them in the US is pointless.
