I have only one small point to differ with you on re the "unrelatedness" point.
IF a hypothetical reviewing Court gets past the plain language of the Act, which is limited to businesses "engaged in betting or wagering", then the attachment to the Safe Ports Act might affect the weight givien to the 'manufactured" legislative history and lack of debate/amendments.
