Maybe there is more to see here than meets the eye but I don't think we yet have irrefutable proof that Scott Tom himself perpetrated this. Someone who knows more about computers than me can answer this; is it possible that someone is using the identities (fake IP's, account hacks, etc) of AP exec's in order to cover their tracks?
