If the person at the helm of these accounts was upper-upper management, why would they need to chip dump the money? The person would have been able to wire it out at will. It seems odd to me. The chip dumping points more toward the idea that Scott Tom's account was among the accounts being commandeered rather than the one doing the commandeering. Of course, this could have been tracks-covering.
I am just speculating and trying to present other possible explanations than AP is evil all the way.
