If you really felt strongly about it, you could try. I suppose cars, to me, fall within acceptable bounds, although I find their overuse rather unfortunate.

In the case of the polluted lake, laws were most likely violated and violaters should have been punished. The system isn't perfect. The governmental body with juristiction over that lake let you down.

Why is it that you are the one that can decide "acceptable" bounds? What if reasonable people disagree, do you propose that those that can excercise force (governmnet) win out?

The people who polluted the lake did not have a fiduciary responsibility to maintain the lake. It is the responsibility of the governmnet you entrust to see that laws are enforced and rights are protected.
