Check your times, we use PST, not EST out here. At 4pm PSt on new years eve, the entire city is going to be packed. The strip gets shut down around that time to traffic also. It's new years eve, the town will be jammed with 300,000 tourists as well as 1.7 million residents. So effectively a 1/6th overall increase, and most of that concentrated to one spot.
