Yes, 363 was almost certainly made before user registration was public.

363 was most likely created during one of the first few stages of alpha development, this means this account could have been created and left dormant in the system early on hidden amongst a huge pile of dummy accounts and dummy data used to initially test the most basic function of AP's system
obviously they could have wiped the userDB when it went beta ect. but they've already shown themselves to be terrible programmers so i'd assume that never happened.
