These people are clearly responsible for this girl's death, but it's not quite the same thing as being legally responsible, at least criminally (civilly I do think they might be). The thing is, if they decided these people are somehow legally responsible for this girl's suicide, then what about every other suicide? They are all a result of some kind of emotional damage done by other people. I'm sure you could consider people responsible for their suicides, but again should they be legally responsible? This case is a little different because it was premeditated and flat out evil, but it's just such a huge gray area.
