Sure, but every time you reinvest winnings you pay rake again.

As long as the amount of $ you are forced to reinvest in the Steps system is less than the amount you plan to reinvest for the rest of your poker career, there's no difference, other than the risk associated with escalating stakes (where the desired outcome is being required to play a big event underrolled). But that risk is central to satellites; either accept it or don't, and it really isn't relevant to the question of rake.

Now, obviously, I'd prefer less rake, so any system that reduced rake for the Steps or anything else would be great. But Steps aren't overraking you relative to normal tournaments. The fact it's a contained system just makes it easier to think, incorrectly, that they are.

As BillyBizzle said above the fact that once you have bought into the game you either get knocked out or you get to the final table and win a package means that it is a MTT played in stages and not a series of independent tournaments.
Prima understands this and only charges rake when you buy in the first time using $.
