The saying is meant as a normative social value, not a person-to-person dictum. So, if people are starving in the streets, a properly functioning society will do something about it. No one bears that burden in their individual capacity.

So how does "society" "do something" about that? Eventually an actual human being is going to have to do the actual work, if something is actually going to get done. Any production that is diverted to the "starving in the streets" will come, ultimately, from individuals. The only question is how you get it from point A to point B.
