Floor should wait for the players to get antsy and ask for the tables to be combined. If I'm at a great NL table with 4 ATMs, myself, and one real player, I don't want the floor coming up saying "I'm closing this table" just 'cause one of his dealers wants an EO. And there's no way closing a table is a good thing for the room--everytime you close a table you lose about half the players. I have been at a table when the floor comes and says "I have seats for everyone if you want to move", which I'm not REAL fond of since it can put bad ideas in people's heads, but when the players say "no thanks" a good floor leaves well enough alone.
